Marshall Islands Rolls Out World's First UBI Program Featuring Cryptocurrency Payments

The Marshall Islands has launched a national basic income guarantee program that offers regular disbursements using digital currency, alongside more traditional methods. Analysts describe it as the pioneering program of its kind in the world.

How the Scheme Works: Regular Payments and Flexible Delivery Methods

As part of the initiative, all eligible residents will receive disbursements every three months of approximately $200. This effort aims to alleviate financial strain on households. Initial payments were distributed in late November, with citizens having the choice their preferred method for the money: into a bank account, by cheque, or as cryptocurrency through a government-backed blockchain wallet.

"We the government want to make sure everyone benefits," stated the finance minister. "The $200 per person each quarter, which is about $800 a year, does not compel you to quit your job … but it’s a significant boost for people."

Financing the Program: A $1.3 Billion Trust Fund

This basic income program is funded through a substantial trust fund established as part of a deal with the United States. This fund holds more than $1.3bn in assets, with further funding of $500m secured through 2027. A key objective is to compensate for past nuclear testing carried out in the islands.

An Innovative Digital Approach: Distributed Ledger Technology for Remote Islands

The digital currency delivery method involves a digital token linked to the US dollar. This was designed to solve the practical difficulty of delivering funds across numerous remote islands. "We saw the opportunity in what the blockchain has to offer," remarked the minister.

Distributed ledger technology is commonly associated with the foundation for digital currencies, but it can also be used for conventional financial instruments like sovereign debt, which underpin this initiative.

Hurdles and Adoption: Internet and Systems

However, experts caution that blockchain transfers alone do not guarantee financial inclusion. In a nation where internet connectivity is patchy and often interrupted, basic infrastructure is a key requirement. "Improving internet coverage, increasing device ownership – all these elements are the minimum for a blockchain-based system," one analyst commented.

Initial data indicate the majority of citizens are opting for traditional methods. Roughly six in ten of the initial disbursements went into bank accounts, with the remainder taken as paper checks. A tiny fraction – roughly a dozen people – have chosen the digital wallet method so far.

Local Impact: Meeting Needs

Officials involved in the rollout have traveled to outer islands to enroll citizens. Reports suggest many recipients spent the funds right away for essentials like food and supplies. Others used the payment for community celebrations coinciding with a national festival.

"You can tell people are pleased, because you can see, it's bustling, as if a major event is going on," observed a project official.

Past Experiments and Potential Challenges

This isn't the first time the Marshall Islands has experimented with digital currency. A previous proposal to create a sovereign cryptocurrency ultimately stalled after warnings from international bodies.

International observers have flagged that while the technology is innovative, it carries notable challenges, including financial, legal, and image-related risks, especially if oversight is lacking.

The success of this experiment is uncertain. "Basic income programs are rare, especially nationwide, and there are few examples that combine this economic model with a tech-based payout system in a remote nation," explained a political analyst.

Nevertheless, the scheme may present clear benefits for geographically dispersed island nations. "In a place conventional banking infrastructure are sparse, a digital wallet may lower frictions and make transfers more accessible, especially for remote communities," she added.
